-DA in Lekwa is in possession of documents showing the municipality’s decision to financially extend the contract of a service provider was unjustified.
-This service provider was already mandated, contractually bound and paid.
-We have asked the Municipal Manager to act against this.

The Democratic Alliance (DA) in Lekwa has given the Acting Municipal Manager Thobeka Mtshiselwa five days to act against alleged corruption relating to a R1.9 million contract expansion for Inkazimulo Consulting (Pty).
This comes after we discovered explosive evidence proving that the proposed R1.9 million contract extension for this company is nothing but an alleged coordinated corruption exercise designed to siphon funds from an already bankrupt, failing municipality.
Official council documents, including an Executive Mayoral Report dated 27 August 2026, request that council note a R1,900,000.00 scope variation under the guise of providing “additional accounting support.”
The primary justification given by the Executive Mayor and financial top brass is that this money is needed to introduce the “preparation of monthly Interim Financial Statements” to fix Lekwa’s three consecutive years of qualified audit outcomes.
However, information at the disposal of the DA blows this justification completely out of the water. The initial contract between Lekwa Local Municipality and Inkazimulo explicitly states that Inkazimulo Consulting was already mandated, contractually bound, and paid to: “Prepare monthly interim financial statements…”
This confirms beyond any shred of doubt that the “new” work being used to justify handing over an extra R1.9 million of taxpayers’ money already existed in the original scope of work. The service provider was already paid to do this month-to-month accounting work under their original R8.43 million contract.
The only genuinely new regulatory requirement is a standard technical disclosure update for the GRAP 104 standard. To claim that a routine mathematical modeling adjustment costs R1.9 million escalating the contract value by a massive 22.5% is an insult to the intelligence of the residents of Lekwa.
This is clear, calculated double-budgeting and a blatant attempt to pay twice for the exact same service. Lekwa Local Municipality is under severe financial distress, failing to provide consistent water, electricity, and basic services to its residents.
While the community suffers, municipal officials are actively plotting to engineer artificial contract extensions to line the pockets of private consultants. The DA is the only viable party capable of turning Lekwa around, under the DA government, action will be taken against corrupt officials and taxpayers money will be put to good use.
