Press statement by – Xolani Nyalunga DA Councillor Thembisile Hani Local Municipality
- Thembisile Hani Municipality is not correctly keeping track of how officials use vehicles and fuel cards.
- This goes against municipality guidelines and borders on lawlessness.
- We demand the Executive Mayor to inform Council on how this will be dealt with.

The DA in Thembisile Hani calls on the Executive Mayor, Lesetja Dikgale, and his administration to provide the Council with an update regarding the implementation of an effective plan that will regulate the municipality’s fleet usage and fuel expenditure.
The municipality’s Audit Action Plan for 2024/25 indicates that by June 30, a comprehensive Fleet and Fuel Management Policy aligned with Municipal Finance Management Act (MFMA) was supposed to be developed.
This comes after it was found that there is no formal documentation in place to keep records of how the municipality’s fuel card is being used. Some of the shortcomings listed in the Audit Action Plan state that:
- There is no clear budgetary limit or monitoring mechanism for fuel usage per vehicle.
- There is a lack of documentation when fuel reconciliations are performed.
- There is no proper documentation for issuing fuel cards to individuals.
- There is no proper documentation to track kilometres travelled and fuel consumed.
It is understood that the municipality does have an Asset Management Policy, however, the report highlights that it does not effectively detail fuel cards usage and how municipal officials use municipal vehicles.
The DA views this as blatant disregard for basic accountability and asset protection. The municipality’s conduct in this regard is unethical and unbecoming.
Noting the seriousness of this matter, we expect the Executive Mayor and his administration to come forward and apprise Council on the work the municipality has done. Adhering to Asset Management Policies is important in governance.
Residents of Thembisile Hani should take note of such shortcomings and take decisive action in the upcoming Local Government Elections. Under a DA government, poor audit findings will no longer be ignored, implicated individuals will be taken to task.
Municipal vehicles should be used to enhance service delivery and nothing else. The DA will continue to put pressure on the municipality to ensure that this situation is turned around. The people of Thembisile Hani deserve transparent and ethical governance.
