Speed up construction on the N11 between Middelburg and Groblersdal

Note to editors: The following motion without notice was delivered by DA Whip in the Provincial Legislature, Bosman Grobler MPL, during a sitting of the Legislature today.
Honourable Speaker,
I rise to deliver a motion without notice on behalf of the Democratic Alliance regarding the maintenance of the Alternative Route for the N11 between Middelburg and Groblersdal.
The road is currently under construction due to the much needed upgrade of the Kranspoortpass.
Noting that:
– The N11 is the national road linking KwaZulu Natal and Mpumalanga with Limpopo.
– The Kranspoortpass has been an accident hot spot claiming many lives since the day it was built.
– The much needed upgrades results in huge delays on the road, as well as heavy traffic on the alternative route.
Further noting that,
– The N11 is a SANRAL road,
– The alternative route is a Provincial Gravel Road, number D197.
– KPMM, the company currently working on the N11, has a rehabilitation fund, aimed at rehabilitation of the alternative route.
Lastly noting that,
– The alternative route is under immense traffic pressure, with a high volume of trucks and cars traveling on the road daily, damaging the road and leaving the road in a terrible state.
Hon Speaker, I therefor move that,
– The Department of Public Works, Roads and Transport, under the leadership of the MEC and the HOD, must intervene in the matter, by
o Ensuring that proper rehabilitation is done on the Alternative route, by using the rehabilitation fund from KPMM
o As well as adding extra funds from the Department, to ensure that the road is rehabilitated and maintained as a safe and enjoyable drive for the users thereof.
