Press Statement by – Anthonie Brits DA Councillor eMalahleni Local Municipality
- eMalahleni municipality has done little to address shortcomings in various departments.
- This has a direct impact on service delivery and the municipality’s finances.
- We have asked the Municipal Manager to address this.

The Democratic Alliance (DA) urges the Municipal Manager, Sizwe Mayisela, to adhere to the Municipal Finance Management Act (MFMA) and start addressing shortcomings identified by the Auditor General.
The municipality’s 2024/25 Management Action Plan Report on the Auditor General’s (AG) findings shows that the municipality has not done much to address concerns raised by the AG.
Overall, the municipality only addressed 4% of the findings raised by the AG and these were only in the Information Technology Department.
The report indicates that the municipality failed to address findings in Supply Chain Management, Technical Service, Community Service and in the office of the Chief Financial Officer (CFO) amongst others.
Under Technical Services, the AG highlighted that the Ferrobank Wastewater Treatment Works has not operated effectively due to mechanical and operational equipment either malfunctioning or not operational.
According to the AG, this led to continued spillage and discharge of raw/untreated sewage into the adjacent environment.
With regards to finance the municipality reportedly failed to service their Department of Water and Sanitation (DWS) within the prescribed 30 days of receiving the invoice. This resulted in the municipality incurring interest and contravening Section 65(2)(e) of the MFMA.
The municipality’s failure to attend to these shortcomings speaks volumes of the ANC’s administration. This is a municipality that has been failing to adhere to treasury policies aimed at enhancing revenue. AG findings should not be disregarded.
Residents of eMalahleni deserve transparency, accountability, and leaders that are responsive. This negligence and disregard for the Municipal Systems Act in eMalahleni cannot be tolerated any longer.
With this in mind, we expect Mr Mayisela to rise above factionalism and ensure that the municipality abides by the municipal laws and sticks to its obligations.
The DA is the only party with exceptional governance capabilities. We urge eMalahleni residents to vote for change and rescue the municipality from the incompetent ANC government.
