A 2023/24 second quarter Audit Committee Report in Mkhondo has detailed how the ANC-led municipality is flaunting the Municipal System Acts (MSA) and failing to deliver services to residents.
The report was tabled in council last week for the municipality’s hierarchy to peruse and consider making changes as per its recommendations.
According to the report, the municipality’s non – appointment of a Municipal Manager and a Chief Financial Officer has a huge impact on the municipality’s administration. It is also believed that this has hindered several operations in the municipality.
Non executive employees of the municipality were not spared as the committee also picked up that there is excessive overtime in the municipality and potential fraud due to abuse of benefits.
These are some of the other observations made by the committee:
Weak credit control management system that has led to loss of revenue
Unfencing of the municipal dumping site which could lead to a lawsuit
Poor performance by the debt collector with 59% collection against the projected 85%
Contract services being double the original budget.
Service delivery master plan not developed
An increase in water linkages resulting in material losses.
The committee went on to express its dissatisfaction with the state of affairs of the municipality’s finances and performances as required by Section 166 of the Municipal Finance Management Act (MFMA).
The DA wishes to highlight that this is the same municipality that was planning another lavish strategic workshop at the expense of taxpayers.
The ANC administration has successfully run Mkhondo to the ground. Their illogical government practices and incompetence has brought nothing but suffering to the people of Mkhondo.
We call on the MEC of Cooperative Governance and Traditional Affairs (CoGTA) in Mpumalanga, Mandla Ndlovu to consider the plight of the residents and place this municipality under administration.
