R3 million meant for refurbishments at Johannes Stegmann Theatre goes unaccounted for

The DA in Govan Mbeki has called on the HOD of Culture, Sports & Recreation, Godfrey Ntombela to institute an investigation into the alleged missing R3 million meant for refurbishments at Johannes Stegmann Theatre.

In the 2016/17 financial year the department approved the municipality’s request for funding and the money was allocated. The Mpumalanga Economic Growth Agency (MEGA) was appointed as the implementing agency.

This came after the municipality conceded that they were finding it difficult to maintain and keep the theatre at a market standard that promotes its use by local, national and international patrons.

The DA has learnt that the municipality’s funding model request entailed purchasing of the latest sound, lighting equipment and general improvements in the theatre amongst other things.

The DA did an oversight at the theatre this week and discovered:

  • The lighting was not up to standard, in some rooms there was no lighting at all
  • There are makeshift cables right across the audience centre
  • Windows were removed in the sound booth
  • The sound system is old and non-functional
  • Water leaks in the basement
  • Broken tiles in some of the bathrooms.
  • Electrical backup supply unit has been exposed to water.

It must be noted that the theatre poses features that can easily attract businesses, enhance tourism, create jobs and provide entertainment to the Govan Mbeki residents.

In their funding request to the department, the municipality emphasized that the theatre needed to be upgraded to ensure that there was a sustainable business operating model for creatives. They also reiterated that it will help in restoring the dignity of this town.

The DA raised the issue of funds that were meant for theatre refurbishments in council. This turned out to be a futile exercise, none of the mayoral committee members, nor the mayor at the time were able to give a clear explanation.

Thus, the DA has now turned to the provincial government for assistance. It is unacceptable that public funds that are meant to benefit our communities go unaccounted for.
