The DA calls on Executive Mayor Nomsa Mtshweni to make all tender processes in Thembisile Hani Local Municipality public after the municipality incurred a shocking amount of more than R3 million in irregular expenditure.

It also came to light that one of the contractors, Mamolato Construction, belongs to a relative of ANC councillor and Chairperson of the Municipal Public Accounts Committee (MPAC), Obert Skhosana.

Mamolato Construction was awarded a tender to supply portable water and alone it racked up a total of R857 939.91 out of R3 488 056.07 from 1st October 2020 to 31 December 2020.

The municipality confirmed that Mr Skhosana declared to be related to the owner of Mamolato Construction but the DA is concerned about how the company was able to bid for the tender in the first place.

We will therefore request for the municipality to provide council with the following documents:

•             List of all companies contracted to the municipality

•             Municipal Bidding Documents

•             Declaration Forms

The DA will write to the Mayor seeking clarity on the municipal tender process as mentioned above. If this indeed is found to be an irregular expense as a result of financial misconduct, we won’t hesitate but report it to law enforcement agents for further investigation.

The citizens deserve transparency in the handling of money in this municipality.
